KILASTOTABUAN. COM, KOTAMOBAGU-Pusat Studi Sejarah Bolaaang Mongondow Raya (P2SBMR) mengunjungi Dekot Kotamobagu dalam rangka silaturahmi sekaligus membahas Rancangan Peraturan Daerah (Ranperda) inisiatif DPRD tentang hari ulang tahun (HUT) Kota Kotamobagu setiap 23 Mei.
Kunjungan ini disambut langsung pimpinan DPRD Kotamobagu hingga jajaran ketua komisi dan anggotanya, yaitu wakil ketua I Syarifudin Mokodongan,ketua komisi III Royke Kasenda dan anggotanya,pimpinan komisi II Dani Iqbal Mokoginta dan anggota,pimpinan komisi I Alfitri Tungkagi,Ahmad Sabir dan anggota Komisi,serta Pimpinan Bapemperda dan anggota dengan tetap merujuk pada protap kesehatan.
Anugerah Beggie Ch Gobel selaku ketua Bapemperda memimpin rapat pertemuan dengan P2SBMR ini mengatakan bahwaa tujuan kunjungan ini untuk menindak lanjuti keseriusan usulan Ranperda ini.
“Pandangan kami HUT Kotamobagu tiap 23 Mei, kurang mempunyai landasan sejarah yang kuat. Waktu itu (23 Mei 2007;red) adalah saat pejabat sementara Walikota Kotamobagu Siswa Rahmat Mokodongan dikukuhkan. Sementara, dasar Kotamobagu sebagai daerah otonom adalah pada tanggal 2 Januari 2007, lewat undang-undang nomor 4 tahun 2007,” terang satu-satunya anggota legislatif (Aleg) PAN yang tersisa di DPRD ini.
Gobel menjelaskan, tenaga ahli DPRD Kotamobagu saat ini tengah menggodok penentuan persis peringatan HUT Kotamobagu di kantor wilayah Kemenkumham Provinsi Sulawesi Utara. “Tapi juga, kami masih memerlukan referensi dan dokumentasi yang kuat, untuk menentukan HUT Kotamobagu ini,” ungkap Gobel.
Menurut politikus yang juga kerap di sapa ABG –singkatan namanya itu, ada juga beberapa opsi terkait penentuan tahun dari HUT Kotamobagu. Seperti di tahun 1906 yang menyebutkan nama Kotamobagu, usulan dari Datu’ (Raja) Cornelius Manoppo.
“Nama Kotamobagu adalah usulan Datu’ Cornelius Manoppo, yang menggantikan nama Kotabaru saat itu. Ada juga opsi tahun 1911 merujuk pada catatan misi Zending Van den Endt, yang bertepatan dengan peresmian rumah sakit pertama di Kotamobagu. Tapi semua itu belum final, masih akan terus dikaji,” paparnya.
Dari sisi kelayakan, Begie berkata, Ranperda ini sangat layak dijadikan Perda. “Karena dari pertimbangan aspek yuridis, sosiologis dan filosofisnya sudah terpenuhi,” katanya.
Ia berharap, Ranperda inisiatif tersebut segera menjadi produk hukum daerah, agar memberi pesan ke masyarakat bahwa peradaban Kotamobagu sudah lebih tua dari yang diketahui saat ini. (Gie)
