KILASTOTABUAN.COM, BOLTIM – PT Arafura Surya Alam (ASA) mendukung program Pemerintah Kabupaten (Pemkab) Bolaang Mongondow Timur (Boltim) dalam meningkatkan kesejahteraan masyarakat, khususnya yang berada di sekitar lokasi explorasi.
“Walau belum melakukan konstruksi/operasi produksi, PT ASA berkomitmen mendukung pemerintah meningkatkan kesejahteraan masyarakat setempat melalui program Pengembangan dan Pemberdayaan Masyarakat (PPM). Bahkan perusahaan telah melakukan program-program PPM diantaranya dalam bidang pendidikan, kesehatan, ekonomi dan sosial budaya,” kata Manager External PT ASA, Andreas Bolitobi saat Rapat Dengar Pendapatan (RDP) dengan DPRD Boltim, Rabu (31/3/2021).
Kata Andreas, PT ASA juga berkomitmen untuk mengakomodir tenaga kerja lokal. Dan itu telah direalisasikan di PT J Resources Bolaang Mongondow (PT JRBM) yang merupakan perusahaan grup PT ASA. Mayoritas karyawan di PT.JRBM merupakan karyawan lokal, bahkan pimpinan tertinggi di site operasi JRBM merupakan putera daerah Bolaang Mongondow.
“Apabila PT.ASA telah beroperasi produksi di Kabupaten Boltim, perusahaan akan membuka kesempatan untuk memberdayakan tenaga kerja dari lingkar tambang untuk membantu meningkatkan perekonomian masyarakat maupun daerah,” tuturnya.

Untuk itu, lanjut Andreas, aspirasi dari Aliansi Pemerhati Masyarakat Lingkar Tambang (Malintang) untuk merekrut tenaga kerja lokal, tetap akan dilakukan dengan tetap mempertimbangkan kompetensi dan keahlian.
“Sebagai anak usaha dari perusahaan tambang nasional terbuka di Indonesia, kegiatan PT ASA selalu diawasi Otoritas Jasa Keuangan (OJK), Bursa Efek Indonesia, Kementerian ESDM serta Pemerintah daerah dan pusat. Perusahaan akan berkoordinasi dengan dinas terkait di Pemkab Boltim, sebagaimana diatur dalam Peraturan Bupati Boltim nomor 5 Tahun 2021, tentang pemberdayaan tenaga kerja serta tidak bertentangan dengan peraturan terkait lain diatasnya,” lanjut Andreas.
Saat ini, tambah Andreas, pihaknya sedang melakukan pembebasan lahan yang diatur sesuai UU nomor 4 tahun 2009, tentang Pertambangan Mineral dan Batubara Pasal 135 – 137 tentang pembebasan lahan. Tapi sebelum melakukan kegiatan operasi produksi, perusahaan wajib menyelesaikan hak atas tanah dengan pemegang hak sesuai dengan ketentuan peraturan perundang-undangan dan pembebasan lahan dapat dilakukan secara bertahap sesuai dengan kebutuhan atas tanah pemegang IUP.
“Dalam menetapkan nilai pembebasan lahan, perusahaan sudah melakukan beberapa kajian dan penilaian seperti ketersediaan sumberdaya, biaya produksi, lokasi lahan, dan nilai jual beli yang berlaku. Sehingga nilai pembebasan lahan yang ditetapkan adalah batas nilai kemampuan perusahaan dalam melakukan pembebasan lahan kepada pemilik lahan,” tambah Andreas.

Andreas menuturkan, dalam pelaksanaan negosiasi tidak ada unsur paksaan atau intimidasi, negosiasi langsung kepada pemilik lahan, tidak melalui pihak lainnya sesuai dengan apa yang diinginkan pemilik lahan serta dalam prosesnya administrasi dokumen diketahui notaris dan diakui secara legal/hukum.
“Hingga saat ini perusahaan telah membebaskan lahan dengan luas kurang lebih 83,5 Hektare, dan masih ada sekitar 200 Hektare lainnya yang telah setuju harga dan saat ini sedang dalam proses kelengkapan dokumen. Intinya PT ASA berkomitmen untuk memenuhi setiap kewajiban yang diamanatkan sesuai dengan peraturan perundang-undangan yang berlaku dalam melakukan kegiatan pertambangan dari pra produksi, operasi produksi hingga pasca tambang. PT ASA mengharapkan dukungan masyarakat dan pemerintah daerah untuk mencapai kesejahteraan bersama,” tutup Andreas.
