KILASTOTABUAN.COM, JAKARTA – Menteri Ketenagakerjaan Ida Fauziyah mengungkapkan penyebab Indonesia ‘dibanjiri’ oleh tenaga kerja asing (TKA) asal China. Menurut Ida, hal itu terjadi karena banyaknya investasi China yang masuk ke Indonesia.
“Kenapa jumlah TKA China lebih besar? Ini tentu saja karena banyak investasi yang masuk ke Indonesia yang berasal dari China. Ini saya kira berbanding lurus dengan investasi yang masuk dari China, kalau dilihat investasi yang masuk ke Indonesia banyak dari China, berbanding lurus dengan TKA yang ditempatkan di Indonesia,” ujarnya dalam rapat bersama Komisi IX, Senin (24/5).
Ia menuturkan jumlah TKA China yang masuk ke Indonesia sebanyak 8.700 orang hingga 18 Mei 2021. Disusul oleh Korea Selatan sebanyak 1.600 dan Jepang 1.400 orang. Selain ketiga negara tersebut, asal negara TKA meliputi Filipina, Malaysia, Inggris, AS, Australia, Thailand, dan sebagainya.
Ida menuturkan Kementerian Ketenagakerjaan (Kemnaker) telah menerbitkan izin kerja kepada 15.760 pada periode Januari hingga 18 Mei 2021. Namun, ia menegaskan pemberian izin tersebut telah memenuhi ketentuan pengecualian TKA yang bisa mendapatkan izin kerja selama pandemi covid-19. Selain itu, pemberian izin TKA tersebut harus melalui rekomendasi kementerian/lembaga terkait.

“Itu dasarnya adalah permohonan dari K/L, dimana yang dasarnya pemberhentian sementara itu mengecualikan alasan kemanusiaan, tenaga bantuan dukungan medis dan pangan, perbaikan alutsista, objek vital strategis nasional, dan PSN. Semua proses ini secara terbuka dan transparan tidak boleh lewati ketentuan yang ada, mesti ada check dan recheck sebelum dikeluarkan izi kepada TKA,” imbuhnya.
Ia mengklaim jumlah TKA yang masuk ke Indonesia pada Mei 2021 lebih rendah dibandingkan dengan Mei 2019 dan 2020. Detailnya, jumlah TKA pada Mei 2019 sebanyak 95.168 orang, lalu berkurang di Mei 2020 sebanyak 93.374 orang, dan Mei 2021 totalnya kembali turun menjadi 92.058 orang.
Selain itu, jumlah perusahaan pengguna TKA juga berkurang, Tercatat, pada Mei 2019 perusahaan yang menggunakan jasa TKA mencapai 19.500, lalu turun menjadi 18.700 di Mei 2020 dan 16.795 perusahaan pada Mei tahun ini.
“Jadi, kalau dilihat dari jumlah perusahaan yang menggunakan TKA lebih sedikit dibandingkan dengan Mei 2019 dan Mei 2020,” ujarnya.
Namun, ia menuturkan penurunan TKA di Tanah Air justru berdampak pada serapan tenaga kerja dalam negeri. Pasalnya, turunnya TKA mengindikasikan apabila perusahaan mengalami kendala atau tidak beroperasi.
“Kalau ngomong terbuka, banyak perusahaan-perusahaan yang investasi dari China, misalnya proses produksinya seperti manual book-nya, kemudian beberapa teknis yang lain, baru bisa dikerjakan oleh tenaga kerja dari negara tersebut. Kalau kita tidak gunakan mereka, berarti berhenti operasi atau belum bisa operasi, yang pada akhirnya tidak bisa serap tenaga kerja, ini problem yang sangat serius,” katanya. (*)
