KILASTOTABUAN.COM, KOTAMOBAGU – Mewakili Wali Kota, Wakil Wali Kota Kotamobagu Nayodo Koerniawan menyampaikan Kebijakan Umum Perubahan Anggaran dan Prioritas Plafon Anggaran Sementara (KUPA-PPAS) tahun anggaran 2021, pada rapat Paripurna Dewan Perwakilan Rakyat Daerah (DPRD) Kota Kotamobagu, Senin (13/9/2021).
Berdasarkan hasil capaian pelaksana Anggaran Pendapatan dan Belanja Daerah (APBD) Kota Kotamobagu hingga pertengahan tahun anggaran 2021, telah terjadi perubahan asumsi pada kebijakan umum APBD tahun anggaran 2021.
“Pertama, Perkembangan dan perubahan asumsi kebijakan umum APBD Kota Kotamobagu tahun anggaran 2021, dimana antara lain proyeksi pendapatan daerah yang awalnya ditetapkan sebesar Rp 620.065.164.549 menjadi Rp 609.170.195. 411, atau sebesar 1,79 persen,” kata Wakil Wali Kota Kotamobagu, Nayodo Koerniawan.
Sementara itu, jumlah belanja daerah yang diakibatkan oleh berbagai kebijakan yang harus dilaksanakan pemerintah daerah, baik yang telah direncanakan sebelumnya maupun insidentil seperti memprioritaskan belanja daerah pada penanganan tanggap darurat dan pemulihan ekonomi masyarakat akibat pandemi Covid 19, mengalami penurunan.

“Belanja daerah yang sebelumnya ditetapkan sebesar Rp 638.065.154. 545 menjadi Rp 629.690.300.499, atau turun sebesar 1,31 persen,” katanya.
Berdasarkan hal tersebut, maka harus dilakukan perubahan APBD Kota Kotamobagu tahun anggaran 2021, karena telah terjadi berbagai perkembangan yang tidak sesuai dengan asumsi dari kebijakan umum anggaran, prioritas dan plafon anggaran sementara pada Kota Kotamobagu tahun anggatan 2021.
Pada Peraturan Pemerintah (PP) Nomor 12 tahun 20219, tentang pengelolaan keuangan daerah, menyatakan bahwa perubahan Anggaran Pendapatan dan Belanja Daerah (APBD) dapat dilakukan apabila terjadi perkembangan yang tidak sesuai dengan asumsi, keadaan yang menyebabkan harus dilakukan pergeseran anggaran antarorganisasi, antarunit organisasi, antarprogram, kegiatan, dan antarjenis belanja, serta keadaan yang menyebabkan SILPA tahun anggaran sebelumnya harus digunakan dalam keadaan anggaran berjalan, keadaan darurat, atau keadaan yang luar biasa.
Turut hadir dalam rapat peripurna tersebut, Ketua DPRD Kota Kotamobagu Meiddy Makalalag, Wakil Ketua DPRD Kotamobagu, Syariffudin Mokodongan, Sekretaris Daerah, Sande Dodo, Asisten I Teddy Makalalag, serta diikuti oleh beberapa satuan kerja pemeritah daerah di lingkungan pemerintah Kota Kotamobagu secara virtual.
