KILASTOTABUAN.COM, Jakarta- Kepala Badan Nasional Penanggulangan Bencana (BNPB) Doni Monardo mengusulkan anggaran tambahan penanganan COVID-19 sebesar Rp 5,2 triliun. Usulan tersebut sudah disampaikan kepada Menteri Keuangan Sri Mulyani pada 4 Maret 2021 lalu.
“Dalam rangka penanganan COVID-19 kami juga telah menyampaikan usulan anggaran tambahan sebesar Rp 5,2 triliun kepada Menteri Keuangan melalui surat Kepala BNPB nomor B.76/KA BNPB/ PR.04.02/03/2021,” ujarnya dalam rapat bersama Komisi VII, Selasa (16/3).
Ia menuturkan dana tersebut akan digunakan untuk percepatan penanganan pandemi covid-19 dan pembiayaan tenaga tracing sampai dengan 21 Maret 2021. Untuk selanjutnya, kegiatan tracing, testing, dan penyediaan alat kesehatan akan dilakukan oleh Kementerian Kesehatan per 1 April 2021.
Selain tambahan anggaran penanganan covid-19, ia juga mengusulkan tambahan Dana Siap Pakai (DSP) pada tahun ini sebesar Rp 2 triliun. Untuk diketahui, DSP ditetapkan setiap awal tahun sebesar Rp 250 miliar.

“Kami juga menyampaikan usulan dana tambahan DSP untuk penanganan bencana sebesar Rp 2 triliun,” katanya.
Untuk tahun ini, ia menyebutkan BNPB telah merealisasikan DSP sebesar Rp 178,5 miliar dari dana awal Rp 250 miliar. Selanjutnya, ia memperkirakan masih ada estimasi kekurangan dana untuk kebutuhan mendesak penanganan bencana mencapai Rp 209 miliar.
Sementara itu, DSP tahun lalu tercatat sebesar Rp 12,17 triliun yang merupakan alokasi DSP terbesar. Dari total itu, BNPB telah membelanjakan dana senilai Rp 11,28 triliun.
“Terdiri dari Rp 2,05 triliun untuk penanganan bencana alam dan Rp 9,22 triliun untuk penanganan COVID-19,” jelasnya.
Tak hanya itu, Doni juga mengusulkan tambahan dana rutin yang dialokasikan kepada BNPB. Alasannya, dana rutin BNPB cenderung turun tiap tahun, namun sebaliknya bencana alam di Indonesia terus bertambah setiap tahun.

Pada 2015, anggaran rutin BNPB tercatat sebesar Rp 1,66 triliun lalu turun tipis menjadi Rp 1,65 triliun di 2016. Selanjutnya, anggaran rutin BNPB kembali turun pada 2017 menjadi Rp 1,08 triliun, lalu kembali berkurang menjadi Rp 784 miliar di 2018.
Sementara itu, dana rutin BNPB berkurang menjadi Rp 614 miliar di 2019, lalu berkurang di 2020 menjadi Rp 430 miliar dan naik sedikit tahun ini menjadi Rp 481 miliar.
“Sedangkan kejadian bencana menunjukkan tren meningkat secara signifikan tiap tahunnya, sehingga terdapat kesenjangan besar terhadap penyelenggaraan penanggulangan bencana dengan ketersediaan sumber dana yang terbatas. Karenanya, diharapkan ke depan anggaran rutin BNPB dapat ditambah mengingat kebutuhan yang meningkat,” terangnya. (*)
